I may be wrong here, but I think you will have to put them in the workstation admin group at the minimum. I've never had the need to allow users to create network shares so I have not tried other options. David Moore

You won't need to put them into any group. All users should be able to share anything they want out under File Manager (start/Run/winfile). All they have to do is select the drive/directory they want to share and choose share on the menus.
This should resolve it for you.
I don't use Winfile? But I think i've figured it out. I think by putting them in the "Power Users" group it gives them enoughh right to share folders, but not to administer the computer. If there is another way please let me know.
If the folder is local to the user, make sure the server service is running on the user's workstations. If not, sharing is not available.
Also, you can only share a remote folder (stored on a server for example) using server manager - not explorer (or WinFile) without a third party utility. The user also requires at least 'change' rights to the folder in question.
