No security options in IE 6

Somehow for a certain login the ability to change the security settings in internet explorer have been removed, the tab is simply gone from the internet options menu. This is very annoying because before the security tab was removed, someone disabled the ability to download files...Does anyone know where in the system that option is?? TIA!

Why was it disabled at first?? Is this your personal computer, or is it someone else's?

Someone got on the computer who did not know what they were doing. They were trying to disable popups, and associated them with download. They are partially right, but this is a production computer and we have to download updates for a piece of software. I work at a college and there are a lot of student workers who think they know what they are doing and like to try and "help."
