Has anyone has this happen? Some users cannot scroll up and down the user preferences page (where you change the viewer, color, etc) in E-Portfolio. They need to tab their way up and down the page. This is with Crystal Enterprise version 9. Is there a setting I can change for them? or they can change?

Might be a browser thing, are they using IE? Which version?
You might also try applying the service pack (generally a good idea anyway), but i doubt that it will resolve this:
