No scroll bar in frame

OK, in dreamweaver I selected to insert a left frame.
The I selected a border, with scrolling and no resizing.
None of these selections appear when I upload the frame to the internet. There is no border hence you cant scroll so everything else just gets cut off. Whats the problem if everything is selected and it appears correct in Dreamweaver as I build it?

Hi .. In dreamweaver go to windows, frames, choose left frame( I assume this is where you want the scroll bars?In the properties inspector select "auto". scrollbars will then appear if necessary both vertical and/or horizontal...
