No ringback to calling party

Tell me if you have heard of this, We have a MICS 5.0 with a PRI circuit. If you call in on the circuit all calls go to where they are suppose to go. But the problem is that the calling party does not get a ring back tone on there end so they think the call didn't complete. Any idea?
 
I would suspect the services/combo cartridge, I think that is the source for supervision tones.

I am pretty sure this problem lies with the bell company, The provider should be providing the supervision on this PRI since there are no settings in the Norstar for it. Let me know how this one turns out I am curious too find out what it is..
