No response from VPN server

I have a Win2K server set up on a small switch between our AdTran and NetScreen for VPN functionality. When I put a client machine on the same switch as that server, I can easily connect through the VPN to our internal network. When I try to access the VPN from the outside (and hence the traffic has to go through the AdTran), I cannot connect. I know that the server is receiving 3 packets on TCP port 1723 before my external client gives up, but the Network Monitor trace shows that nothing is being sent back to my client. Any ideas? Thanks.
 
In addition to TCP traffic on 1723, you need to pass protocol 47 (GRE).
