No report exists in the URL

We are using time reporting software that can integrate reporting services. We have uploaded a report and attempted to display it in the software package. We can view it in ReportManager but not in the software package. This is the error and the vendor is suggesting it might be permissions related. Does this sound familiar as an RS error?

No report exists in the URL saved or reporting services server is down​

Never seen that error in RS and I wouldn't have thought it was anything to do with permissions. Normally RS is pretty clear with permission violations and tells you that you do not have permission
