No Power

My PC won't power up. The LED on the MB does not come on when the power supply is on. How can I tell if it is the power supply, or the MB?
 
If none of your peripherals (CD-Roms, etc) will power up it is most likely your power supply otherwise it would be the MB.
 
Does the fan attempt to start? What type of PS, AT or ATX? Ed Fair
