No Power to drives... 1

I am trying to test a "working" MB from a client. When I install it into a test case with 100% reliable PS, drives, memory and cables, I get a cooling fan spin up but nothing else on power up. No post, no video, nothing! When I remove the 80 conductor cables, I get power to the drives. When I exchange for 40 conductor cables, i get nothing until I take the IDE cables off. HELP!!!

If the CPU and video card are also known to work ok, then the MB is probably bad.
