No Power At ALL?

I'm pretty sure I've got everything plugged in right, but no power is being supplied at all to my PC. I've tried replacing the power supply (with a 480W), but nothing, not even the fan on the power supply is turning. I've even plugged it into different outlets. Actually, correction, I guess there's SOME power, because the little green light on my LAN cable goes on, but that's it. Is the problem actually with the power supplies? Or is it possible that a problem with the motherboard would cause this type of symptom?

You have power to the motherboard. Will be 5 volt for power management.
Then the power on button is pushed and that wakes up the M/B to request the P/S to turn on.
Bad motherboard, bad switch, wired wrong, or bad power supply. Or possibly the power connector not seated.

in some ATX systems, if there is a static charge, the mobo disables a power up. what you can also try (before or after edfair's suggestions) is unplug the power supply from the wall, and hit the CMOS reset switch (sometimes it's a jumper switch, sometimes it's a little button) for 60 seconds... then try powering up.

I figured out the Power problem. I disconnected all the devices from the power, and it powered up fine. So I started plugging in devices one by one, and it failed once I plugged in the floppy drive. I guess something is either wrong with the connector or the plug or something. I still get the Windows XP Install failing on p3.sys and then a whole bunch of other files though, even when I plugged in a new hard drive. Next up I guess I'll try swapping the power supply again just for kicks, although I don't think that would have anything to do with this current problem. Thanks much for your help, guys!
