NO outbound on PRI w NI2

I just installed a TMDI PRI card on an Opt11c with NI2 signaling. I can receive inbound calls ok with CID, but when I try to call out it gives me a all trunks busy IE: Ring again? Does anyone have a clue why or where to start?
 
If you status the T1 in LD 60, what do the trunks look like

Also - give us a look at your route

You can also turn on dchannel messeges and that might give you a clue why the call is rejected.

STRANGE THING: I noticed that if I put a number in the System Speed Call List I can use it via the list and it will dial out correctly

1- are you sure the other end is NI2

2- if the other end is an ATT switch ie dms250, change CO_type to ATT

3- how are you dialing out? Do you need to drop the 1?
Turn on dchannel messages

watch the messages for the call setup to veryfy number going correctly with corect dial plan.
also look for disconnect reason.

4- work closely with the telco provider - they could also tell you why the call is being rejected. Once you know why you can take steps to correct.
 
You said you can dial out vis a system speed call list ok, the system call list overcome the call barring are you sure it isn't something to do with barring, I noticed you have NCOS 3 in the Route

I found out what I did. As you know with PRI T-1's some of the changes you make force you to out the route and rebuild it the way you want it. I had taken the TARG 01 out because all of my phones use a TGAR of 1. Well, when I built it back I forgot to remove this so all of my phones could not use that route until I removed the TARG from the route. The system speed dial is set to bypass restrictions so thats why it worked with speed Dial. Sometimes I look to deep into things I overlook the obvious. Thanks for the suggestions though.
