No Oracle data showing on a server.

I have a Oracle 9i database behind a firewall where I can connect with my Oracle client software and connect with one server where I am using JSP.

But another server wont let me connect because my PHP connection doesnt show any info when I try and display the Database info.

Anything I can check to find out why this is so?
