I have a need to install windows 2003 server in an office of 25 users, basically just for file sharing (MS access database), does this mean i need the windows server 2003 - 5 CAL version along with a further 20 CAL license, my question is because im only using file sharing, do i have to have the 25 CAL's
 
You do indeed need another 20 CALs since access to server is licensed on a per-device or per-user basis.

File sharing requires 'access' to the server thus you do need that Client 'Access' License unfortunately.

Because we want to do this in the most simple manner, can i set the windows 2003 server up as a workgroup share (not domain) and allow xp home or vista home to connect to it ?

 
Don't think it matters whether it is workgroup or domain.

You are still accessing the server.
Besides which a workgroup with 25 members is a VERY bad idea.

W2003 also asks you what licensing mode you want when you install the server, before you get to deciding on 'standalone/workgroup' or domain member IIRC.
