No Network connection

hello,
i have a desktop that displays no network connection.
BUT i can surf the internet (not all sites though)
When i select My network connections, the page is empty
Setup smc7004 - all channels working (tested)
broadband modem speed touch home
Here the steps i tried :
- new network card
- new cable
- installed new network connection
- ran SFC /scannow
- ran winsockXPFix
- ping

http://www.yahoo.com

displays error code 65
- created a new user account with admin privileges
- ipconfig displays normal data

Any help appreciated !

well, bcastner, i tried your suggestions, but not all were valid : win2000 instead of winXP, but the rest was ok, except :
some things that did not work out :
- restoring a restore.reg file gives error : can only restore binary files
- access to windowsupdate.microsoft.com gives : ...has detected an error

some more thoughts?
