No Music on Hold only on incoming PSTN Calls

I am running CUCM 6.1 and music on hold works in all scenerios except on incoming calls from the PSTN. I have configured the Music on hold according to SRND and everything seems to be registered. I also changed the incoming Codec to G.711. I can make an outgoing call out the PSTN and place the call on hold and get music but not when the call is incoming from PSTN. Any help would be greatly appreciated.
