No mouse or keyboard windows 2000

I am having problems with a win2k pc, the computer boots fine and I have full use of the keyboard to get in to BIOS or safe mode, but as soon as OS starts and it goes to the login screen I have no mouse pointer and no use of the keyboard, I tried both USB and PS/2 keyboards and mouse but still no luck. Tried to boot in to safe mode but still the same no mouse pointer and no keyboard. I have no idea what can cause this as it all works fine in DOS so I am guessing it is some part of the OS load and a missing file. Any ideas or help would be greatly appreciated.

In some cases only a registry repair will work.
