no message voicemails 1

Eevrytime someone calls my Norstar extension and gets my voicemail, if they just hang up and leave no message, I get a message left of a busy signal. To make matters worse, I have pager notification activated and it pages me constantly due to these no message messages. How can this be stopped?

FYI, the "technician" who installed it says it can't be stopped.

what you need on the lines is what is called ( co disconnect ) this is from your local
