no menu bar

For some reason the standard menu bar on P10 has disappeared, as has upper border of the current folder, which makes it im possible to close it. Has anyone seen this behavior? Re opening, rebooting does not help.

Also: Keyboard cut and paste have been sporadically unavailable. Thoughts?
