For some reason I cannot receive or send mail to the outside world. I can send mail to anyone in the domain but cannot receive or send mail to the outside. I havent changed anything and thought DNS would be the issue but it doesnt seem to be, checked from an outside server to resolve my mail server and it worked so I am at a loss. Please help. Running Exchange 2000 with SP3. Thanks

Checking your DNS from the outside? It is not because your address is found on the net that your internal DNS is working properly.
The only thing you can check from the outside is if your MX record is correct and if your port 25 is working.

for MX lookup

for SMTP test
