No Mail Conduit on Palm Vx

Am end user has a Palm Vx. It does not have the Mail conduit showing up on it, as he wants to sync his Oulook Calendar to it and use it as an appointment tracker. I went to Palm's web site to install the latest OS on it, which Palm says is version 3.5.3 for that particular model. It still does not show the mail conduit. (
Any ideas?
