no line selected ??" when I pick up the receiver

I guess I having a brain melt down. I need help remembering how to set up a CICS with POTs so that when you pick up the receiver you do not have to press 9 to dial out. It was set up so when you picked up the receiver it grabbed dial tone & you could start dialing immediately. The only thing I have found is either dialing a 9 or having the to select the line.
FYI... I had to reset the system along with the voice mail system today & for the life of me I don't remember this simple function.
System Version is SP:30mnF04 NAT

set the prime line for the DN's to either a "line", or a "pool" with lines assigned.

It is under terminals and sets.

Prime line intercom is also an option.
