No information store to mount

Configuration: W2K Mixed Mode, Exchange 5.5, Exchange 2000
Here is what I have done so far.

1) Forest Prep (joined existing 5.5 org)
2) Domain Prep
3) created connection agreements on DC to 5.5 org. (windows to Exchange) (Exchange to Windows)
4) Installed E2K on new server.

Using System Manager on the new E2K box, there is no "First Storage Group" listed. Therefore, I cannot mount the information store.

Any help would be appreciated.

Under servers, there is no storage group?

What happens when you try and create a new one?
