no icons or start bar in windows XP Home

I ran into a problem with a customers computer that I can't figure out. Windows starts fine. The background shows up. No icon, or start bar shows up. The computer doesn't lock up. Hitting Ctrl, Alt, Delete to bring up the task manager. There are no applications running. Processes shows things are running all right and the only system activity is System Idle. Windows comes up great in safe mode. Can someone please help me with what I am missing or if there is a file that gets corrupt. I even deleted the user and created a new one in safe mode but it still won't fully load the desktop with Icon's and startbar under normal operations. Thank You. RCRS
 
Previously a process called wininfo.exe has been responsible for this, but there could just as easily be other malware processes involved.

Run the System File Checker program from the Run Box by typing.....Sfc /Scannow in it and have your XP CD handy.
