No hardware compression on 20/40 tape

I'm currently using HP Surestore DAT 40 and Arcserve 2000 to backup my Windows 2000 server. My case is quite similar to what jdavis37 posted previously not getting the full capacity i.e. in my case is 40GB. I've checked the device details and it shows that the hardware compression enabled. Then I followed the article from ca and also verified the blank media by right click which shows only the disabling compression option, I was pretty confident to say that the hardware compression has been turned on.
But.....unfortunately still no luck to get the hardware compression work, only 20GB allowed. [PC]

Any Arcserve 2000 expert can help? Will different brands' tape causing this issue? (I'm using Sony DDS4)
