No external calls in or out

Hello to all.

I am working on an sx200 icp w/ 3.1 software.
customer reported they have reset the system every morning
in order to receive and make calls.
I checked for internal calls and they were fine.
I tried to make an external call but the POTs lines are being selected.
I then did a restart system from maintenance on console.
The calls are not going out and coming in.
Customer reports this has been going on for months.
What other checks can be made to find out why the trunks are not connecting.
 
By POTS lines I assume you mean analog lines connected to the back of the ICP?
More information is required:

How many trunks?
Is there an analog option board?
Are all the trunks in the same hunt group?
Can you remove an analog trunk from the ICP and maker a call out with an analog phone?
Your post makes it sound like the reboot did not fix the issue this time, is that correct?

Ans to question 1 is yes they are analog lines connected to the back of the ICP.
There are 6 trunks.
there is no option board.
all the trunks are in the same hunt group.
Calls can be made from analog trunks using test set.
When the system is reset the calls are fine. This problem occurs during the morning hours when the front desk opens and at other times during the afternoon.
