No Drag and Drop in Win 95a

I have a friend using Win 95a on his P100 that can't drag and drop. This has happened suddenly, with no recent changes in software or hardware. I first tried Scandisk and Defrag, to no avail, then tried reinstalling Windows over itself from Windows, hoping, if there were a corrupt file, it would be overwritten. Once again, no luck. I have been advised to delete user.dat. Does this sound like a reasonable approach? I would appreciate any and all help.

PS Drag and Drop does NOT work in Windows Explorer either, but, you can drag an open window around the screen.
