No dialtone on T1 DIOD trunks ???

I am totally confused and I hope someone can help! I am adding a T1 (NOT PRI) of 24 combination inbound & outbound trunks. I plan to start the usage as 12 DID and 12 outging trunks. I believe I have configured the DTI card properly (I get all green lites). I configured the first twelve channels as DID and the second twelve as E&M, WinkStart, line pool F with an access code of "7". I also configured them to appear on an operators console (7324 with CAP)for testing purposes.
My problem is whether I select an outgoing trunk by dialing "7" (visual on the CAP shows trunk being selected) or pressing a line button on the CAP .... I get dead air ... no dialtone !!! If I key in a valid telephone number from the keypad, the call completes and all is well. I need to hear dialtone! I have asked the LEC to check their configuration and they surprisingly said their was nothing wrong on their end! Can anyone suggest a place for me to look next?
 
The Norstar will not provide dialtone, your local telco will have to do that. I've seen this only on PRI's and not T1's, everytime I've put in a T1 I get dialtone. If you have a full T1 then all 24 channels (or lines) should be set up as E&M, Winkstart. Your Answer Mode should be setup as Auto, and Answer with Dnis set to No. You'll only be setting up your DID's in Target Lines. This is how I've always put in my T1's and have never had a problem.
 
I have seen alot of T-1's that do not provide dialtone. You may ask the LEC to check if theyre set for trunk side or line side for dial tone. I believe its currently set for line side. If you are going to use routing within the Norstar you will not here dialtone anyway so its a moot point. I wish Nortel would provide LCR dialtone.
