No dialtone in loop 0-0 on rls 7.0

I have upgade a cs1000e to rls 7.0 callserver on cppm card and singling server on a cpdc card. Problem no dial tone on digital and analog sets in loop 0-0, can call out. Latest loadware on mgc card and deplist.Someone no anything abaut this
