No Dial Tone

My client has a Nortel Norstar phone system...they have to submit medical insurance claims via modem....setup is a USB Zoom v92 modem, that is connected to the phone jack...(note: phone works fine)...when we try to submit electronic claims, it appears all is going well, then we get NO DIALTONE message.....it never connects.

Modem works fine on a regular phone line that is not part of the Nortel system.

How does one get a modem to dial via the system?
 
Bridge the phone system with an exclusion device or put in an ATA (analog terminal adapter) II that will change the digital signal to an analog one. If using an ATA you need to program the extention for a special configuration of Hot Line. It would be best for your vendor to come and set this up for you.
