After inserting cards into Merlin box, i can't hear any dial tone. Do i have to configure something on the system? I can't find any system phone for programming, and want to be sure, Merlin is not broken. But how to be sure without system phone?

One quick test would be to power down and remove the new modules.

You REALLY NEED a Programming Console (system phone) or a Laptop because you need to perform a "BOARD RENUMBER" when you add new modules.

Not doing that is probably why they don't work.

Thanks. This Merlin is in warehouse acctually. It is here for aproximately a year. And without console I don't know how to test if it working. And repairman don't know to.

The Merlin is not a plug-n-play system. You will need a console or the computer software to see how it is currently programmmed and program it from there. And even with that it is not a very intuitive programming platform. Your best bet is to locate a local vendor that works on the Merlin System.

The opening question doesn't identify which Merlin system or what the new cards are (T/R, ATL, ETR, MLX or TDL). Logically, the system is either a Legend or Magix.

Without a Board Renumber, the processor will ignore the new cards.

The best course of action would be to contact someone who knows the Merlin platform and have them take care of the activation/expansion for you.
