no dial tone 1

i have s8300 server on a G450 after a black out, all unassigend station has no dial tone, assigned stations is working ok, i did reboot the server and G450 yet it did not help, the problem is on different cards in the system, there is an expansion G450 that is connected to the main unit and it has the same problem, assigend station is ok yet unassigened station has no dial tone
any idea on this??

change sys features" page 3

"Terminal Translation Initialization (TTI) Enabled?"

stroke this to a "y", save the form.

TTI is what generates dial tone for unassigned exctensions.
