No Dial Tone on J100

Hi ...

I have IPO 11.2.3 build 47, I have a mix of J-series phones and vantages.
for J100 series phones I was surprised that some of them do not have IP dial tones, but randomly there are phones with dial tones.
for example, I have J179 phones that have no dial tone, I connect it to another location, and in the new location have a dial tone.
for all vantage phones, there are dial tones.

it's the first time occurs to me, so what's the problems here ?
 
Hi, you know, it would be too simple, so I am not sure, but we all know that DSP resourses are used for dial tones as well.
Unfortunately I don't know how to measure DSP ports occupancy there in IPO, otherwise that would my first suggestion to do.

Another idea to check the time when this missing dial tone event happends, may that was a busy hour?
 
@George FA: for DSP resources, I have 2 VCM Cards and 1 Combo Card, a total of 76 VMC Channels, and about the busy hour, we are in deployment now and there is no traffic on IPO calls.
this is a strange case and the first time I face an installation IPO.
now, I have phones that have a dial tone, and for some phones not all are Jseries, and all are updated to the latest.

How can I do a trace to show the problem, especially since it appears randomly, it is possible that there is a tone on the phone and the next day it disappears. It is possible that a phone does not have a tone on it, and after an hour it appears on it
