no dial tone on ip phones

I have a bcm 400 4.0 and when the customer presses intercom there is no dial tone but can still dial. I have seen this on other bcms but never was a problem. Can anyone tell me why this is happing and how to fix it? By the way my patches are up to date.
 
Networking issues.

You need to provide WAAAY more info for a better diagnosis than that:

Set type and location (local LAN/remote)
How connected if remote

Network topology (physical as well as logical)

Example of ip set provisioning

Post all that, and the answer will most likely become apparent.
 
Its an i2004 there is a site to site vpn with static ips on each 172.16.2.2xx on one side and 192.168.100.xx on the other. ports 51000 - 51200, 28000 - 28255 udp are open. dont know what else is needed.
 
If you are using a proper VPN, you don't need to open ports as both sides are on the private side of a firewall.

Are the tunnels allowing all traffic? Have any protocols been blocked across the tunnels? I'm suspecting some are being blocked, specifically UDP.
 
Don't know why it happens but I've seen it twice at the same place. Go into maintenance, disable the ext., then re-enable it. Has worked for me both times.
