No dial tone on BCM50 analog port

We can't get a dialtone on either of the analog ports. It's a BCM50 r1, and I understand it comes from the factory with 2 analog ports, and you can get keycodes to enable 2 more...correct?
Any ideas how to enable them, they appear active in the programming.

It comes with no factory anything unless it's a preordered bundle. Otherwise you need keycodes for every thing. Also you are on the right ports , right.

As death said are you checking the correct ports. If you have a test set they start four from the top of a 66 block , the first 4 are the external analog trunk lines.
 
Also in EM you can view what keycode options were enabled.
