No dial tone-just static 1

I was just given a Partner 5 slot system with ACS,200, and voice mail card that I'm installing in my home. I Ran tip/ring to unit, ran 2 pair (straight thru) from extention 10 to phone. Phone display lights and holding down # key seems to work OK for test. I am not getting a dial tone and only hear static.
Also I have noticed that the VM card has steady Yellow/Red/Green lights on but haven't come close to wrestling with that yet. Any help would be greatly appreciated.

are the cards seated ok????
what slots are the cards in????
check to see if you have dt at the modular plug that goes into the acs co connector...

You don't seem to have your 1st pair (wht/blu or grn/red). The cable could be shorted or open. See if a standard slp phone works. Check also if you get intercom dailtone as you may not have a connection to the line depending on autoline select.
You didn't say whether you had lights on all the cards. If not, turn the system off and reseat all the cards one by one. The voicemail card should be in slot #1 (left)
