No dial tone intermitently on TD 816 with ISDN lines

Can anyone help with this
Very frequently I cant get dial tone on these isdn lines ,They are CO 1,2,3,4 and when u press the line keys in turn dial tone will be on the line ., can do this 3/4 time in a row and everything works fine. the next time u try to sieze a line by pressing any of the co keys the display says"co 1 (or 2,3,4) not assigned.Approx 1 minute later lines are ok again
It is as if the line is not clearing down properly or a setting is wrong The system was cleared and re programmed.
Can someone tell me the correct settings for ISDN such as in 110,423 etc,also should they be set Point to Point or multipoint
The system is in Ireland Lines from eircom
System is KXTD 816 Software version P411k00306H
ISDN Card 282

point to point or point to multi point is set by eircom and can be either. what is the system set to now.

it could be the L1 and L2 need to be changed to L1 permanent and L2 as call.

Is 425 the command for permanent or call?

110 should be set to euro, but it works with bt selected, but that was for the uk older isdn system
do you have the larger isdn box with 2 analogue line sockets in it, if yes, plug a standard telephone into port 1, if you get dial tone it is p-mp.
prog 424 selects p-p or p-mp
if point to point the settings are 423 permanent and 425 permanent and tei 426 is fixed, 0
if point to multipoint, 423, permanent, 425 call and 426 automatic,
I found this works best on the td,but 423 and 425 will work on call for both

We are getting crackling noise intermittently on all lines and we are unable to hear, when we switched our lines over from Telstra PSTN's to Optus VoDSL. Anyone having the same issue.
