no dial tone at ext, call to ext goes to vm

the vm says person is on phone. I have unplugged phone, traced wire back to correct tn that is shown in switch. I have also disu and enlu tn, and stat of tn shows busy.
What can I check next?

Make sure the wires are not shorted anywhere, other than that it sounds like a bad port on the card.

DUH, boy do I feel stupid. I didn't plug a phone in at the tn to check. Phone works fine at the tn. Shorted wire hunting I go.
