No Desktop when I Login to Windows 2000 server

Server is running:
Win 2000 Server SP3
Exchange 2000 SP3
Trend Micro Virus Scanner

Our Exchange server about a month or two ago stopped showing the desktop and start menu, when anyone logges into it.

I've tried everything that I can think:
screen resolution, renamed a dll as posted at microsoft, rebooted serveral times, etc.

I've completed a virus scan with Trend Micro's latest update and also with Norton. No viruses were found.
I took a look on google.com and was not able to find anything.

Any suggestions would be helpful.
