No companies listed in utilties after upgrading system db

I installed GP 8, then sp#2 (as instructions say to do so). I launched utilities and upgraded the system database, but next window shows no companies listed.

This happens all the time but there is nothing in TK, nothing in the upgrade manual or checklist. How can I get the companies upgraded if they're not listed?

This is not the xp issue as I have xp sp#2 installed.
