No Carrier Detect Problem

I am using a V92 USR fax modem. I am able to receive calls and transmit data from a remote modem(old). But unable to make calls to it. When i use ATDT xxx-xxx-xxxx i am receiving NO CARRIER error.
I am using a Win 2000 server, connected to a Moxa Multiport.
