No Call Forward to Flash

I have a 616 DR5 DS and a Startalk Flash. My CO lines ring at all the extensions. I have the prime set (same set for all lines) configured to forward to the DN of the Flash after 4 rings.
When an I/C call is placed to the prime set, I get the voicemail after 4 rings. When a call is coming in from an outside line, it just keeps ringing - no voicemail. None of the other sets have CFWD enabled. Is there something that I have overlooked?
 
Does your Operator Status have that extension listed?

Are you using AA?

Sounds like you just have it set up as a fancy answering machine.Is that correct?

if not on too many phones than strip the line fromm all other phones except prime. Does it go to voicemail now?
 
acc,

Ensure that you have set DRT (delayed ring to prime) to your four rings. Don't use Call forward from a ringing set. Potentially that ringing set could have its own mailbox.
Also check F982, operator status, to reflect business open, operator available; and answer lines=Y.
