No Boot plus a flashing screen

I have a computer that just won't boot. The Screen is telling me that there is no input signal and the hard drive does sound like it is spinning. All I get is a flashing screen saying no input. Man I hate that screen. So I swap the monitor with a few different ones. I also checked the CPU to make sure that it was installed correctly. I think that it might be a faulty M/B. What does it sound like to you? Any help or insight would be greatly appreciated.

Processor, M/B, PS, RAM, video card. You need a logic probe to see if the processor is cranking.
