No background for site menus

When I click[or mouse over] certain menus, the drop down has no background and is jumbled with the existing text on the page. Another example is when you open tek-tips, the initial box that falls in from the top, I get just the black text, and it is transparent so the black words are directly on top of the blue ones. This problem makes some site almost unreadable.
One more example is MSN.com. All my text shows up as blue hyperlinks, not the standard small black text, and I do not get the formatting quite the same either. Any ideas? Thanks.

The first thing I would try .. is going into the Internet Options of IE and then into the Advanced Tab - click on the "Restore to Default" button.

I know this seems like a mundane thing .. but sometimes, certain pieces of software change these setting - in particular .. java settings.
