No apps in App Launcher on new users

When adding new users, using templates, my users are not getting their apps in the Application Launcher. They are also not being prompted to change their password on the first login.
The only thing so far that remedies this is to go in and remove the memberships, apply it, then close the user account. Go back, open it again, and assign the group memberships. Then it works. The same is true for the password issue. When it is change once again in the property book, they are prompted.
We add hundreds of new users each year and you can imagine what a nightmare this is. I've even tried creating new templates, but that has not alleviated the problem.
Here's hoping one of you knows a solution to this problem before I have to be committed!
