Is it possible with the standard NNM 6.1 version to setup paging alerts that go to one pager first, then if still alarming after 30 minutes, go to another pager?

No, you would have to get a 3rd party product like Spatch or Telalert, or write your own script to do that. There is a script in the /opt/OV/contrib/NNM/beeper directory that can be used to dial one pager, but would need modification to fallback to another.
