NLB (network load balancing)

I cant see to get my network to balance. I have 2 servers 1 NIC each and using unicast. I browse to the virtual IP 10.17 and I get either server1 10.15 constantly or 10.16 constantly if i change the priority setting.

It doesn't seem to balance i refresh IE on 10.17 and it sits on one of the server webpages based upon the priority setting. It doesn't balance the load by switching back and forth.

so what can i do?

Also when I shut down a webservers webpage it wont fail over to the other server.
