NIS 2007 and start-up scan

We received a new notebook which had NIS 2007 pre-installed.

Our HP notebook takes a bit of time to fully start when first turned on. Someone said we should try to disable any programs that are run at start up.
We would like to know if NIS 2007 does a (full) system scan when our notebook is first turned on.
If such a scan is run (which could take some time), how might we disable.
We sent email to Symantec and got reply stating: "Uncheck 'Scan active programs and start-up files.'" But we don't know if this answers our question as we notice that this is ALSO checked in our older notebook which has NIS2005, and might just 'scan' a few files!
Can anyone offer any assistance? Is there something that should be unchecked in NIS2007 that might disable a start-up scan by NIS2007 that might take some time to complete (a few minutes) and would not cause a great amount of harm if unchecked.
I don't know if the solution offered by the Symantec email is the answer we were looking for.
