I am running SX-200 with superset 4025's. Several sets have one of the keys programed as night answer. However when calls come in the button works randomly. Some people can use it and some can't. Then later if a call comes in those who couldn't use it before now can. This is a strange one. Any ideas?

Night answer keys are dependant on the device that is ringing and COS options that are enabled.

They will only answer calls ringing an LDN on a console or Sub-Att or a Night bell.

There Are COS Options associated with TAFAS that determines when the key can be used.

TAFAS during day service enabled for example will only pickup when the system is in Day. Disabled only pickup when in night.

Recent software improvements in this area changes this somewhat but I will assume you have older software as this fits your symptoms.
