NIC flashing ON & OFF constantly

Help!

I have a Dell with Windows Media Center. The networking suddenly quit working tonight. The green light on the card is flashing, the router is showing the connection going on and off in time, and the network connections on the Dell indicates that it connects then disconnects repeatedly every 1 second or so.

I reset the router and the cable modem - No effect
I changed the port on the router - No effect
I changed the ethernet cable - No effect
I swapped out the network card - No effect
I swapped out the PCI card slot - No effect

The router and cable modem seem to be fine. I have another computer connected to them and it's working fine.

I'm thinking that it's got to be a problem with the computer itself, OS or hardware? - I don't know. But I've ruled out everything else that I can think of.

Any ideas? Obviously, I'm stumped.

 
Probably OS. Others have had success in removing all networking components from the OS then reinstalling after a power cycle reboot.

I don't know if I removed all networking components or not. I did go into the device manager and uninstall the networking adapter. I then restarted and let it reinstall. I also installed a different card and got the same result both times.

At least once, it has started to work after a restart only to start cycling again after a few hours. Could this be an overheating issue? If so, why only the network card be affected.
 
One other that had the problem had to go back in again to remove everything including TCPIP before it loaded correctly. So I have filed in the mind that TCPIP doesn't come out when you delete the adapter in all versions of the OS.
This thread is fairly recent in the XP forum.
Unlike a heating issue and you have probably eliminted any possibility of the card (s).
