Working in what sense of the word? If you can install it physically, connect it, install drivers and pass traffic on it then it's usually OK. Assuming that you can't do those things then it's a fair bet that there's something wrong.
I would do as mentioned above by Sympology. See if the manufacturer provides a diagnostic test utility that is either part of the driver install OR an additional piece that can be downloaded.
Don't forget to rule out all the cabling and devices that you are using AFTER the network card too if you're having problems (switches, cables, patch panel, etc.)
